Using a stand mixer fitted with whisk attachment (or an electric mixer), whip egg whites and cream of tartar into soft peaks.<br \/>\n2. In a small saucepan, combine sugar, water, and ChillOver Powder. Bring to a simmer over medium heat, and continue to simmer for 3 minutes, stirring occasionally.<br \/>\n3. With the stand mixer (or electric mixer) running at medium speed, slowly pour in sugar mixture. Increase mixer speed to high and whip into glossy peaks.<br \/>\n4. Mix in vanilla.
